In recent years, the liberalization of high-speed rail transport has accelerated across Europe. The French market could quickly become the most competitive in Europe. In this context, E-CUBE is publishing a viewpoint entitled “Opening high-speed lines to competition: issues and challenges for the French rail sector.”
This viewpoint, informed by E-CUBE’s work on rail and market opening, aims to explain the implications of market liberalization for stakeholders across the value chain, as well as the strategic choices needed to overcome the associated barriers.
In this paper, E-CUBE provides:
- A review—through the lens of the anticipated players—of the state of high-speed rail liberalization in the three largest European networks: Italy, Spain, and France.
- An analysis of the outcomes of liberalization in Italy and Spain, which has produced a triple market shock: a supply shock, a price shock, and a service shock.
- The current state and outlook for the recently opened French market, which could quickly become the most competitive in Europe.
- An analysis of the challenges posed by this opening to competition and the strategic stances to adopt for all value-chain players: infrastructure managers, SNCF Voyageurs, incumbent foreign operators, and new entrants.
