2025, the year of competitive decarbonisation for European industries ?

After a period of public decarbonisation commitments from European industries, the time for action has arrived. However, this transition comes at a time when the European industrial sector—one of the most diverse and competitive in the world—is undergoing profound transformation and facing intensifying international competition. The Carbon Border Adjustment Mechanism (CBAM) will remain in its transitional phase this year before becoming fully operational in 2026. European support for industrial relocation and the rapid transition of industries toward climate neutrality will be key drivers for launching large-scale projects. Industrial “climate” decisions will need to be increasingly assessed through the lens of the competitiveness they deliver. These decisions raise complex questions and may require new approaches to action:

  • Decarbonising heat: What technological solutions should be prioritized in a European Union marked by diverse regulatory and fiscal frameworks, as well as unequal levels of accessibility and competitiveness across member states? Which approach should be favored? What are the challenges related to biomass/biogas availability (BPA or GO), price risks, and the potential for electrification and innovative technologies (e.g., SMR, solar thermal, hydrogen, thermal storage through Joule effect)?
  • Decarbonising electricity: What role will Corporate Power Purchase Agreements (C-PPAs) and Guarantees of Origin (GOs) play? Which C-PPAs should be prioritized to ensure competitiveness?
  • CO₂ capture: What is the maturity level of the CCS market and storage options in Europe? What opportunities arise from the CCU sector, which remains nascent but is seeing initial projects announced (e.g., e-methanol and other e-fuels)?
  • Generalizing Scope 3 commitments: What are the key levers, and what role can procurement play in achieving these goals?
  • Developing incorporation targets and increased competition for access to recycled materials: How can companies participate in and secure competitive access to these materials?

The coming year will be crucial for implementing these strategies, balancing environmental imperatives with the need to maintain and enhance European industry’s global competitiveness.
